Climate Action Committee
The Middle East and North Africa (MENA) region is particularly vulnerable to the negative implications of climate change due to its aridity and socioeconomic gaps, lack of proper institutions, and rapid population growth.
The MENA2050 Climate Action Committee, consisting of climate experts, innovators, policymakers, and other stakeholders, aims to collaborate, develop strategies, and deploy solutions to the climate crisis in the region. It will bring together the best minds and provide an invaluable platform for the development of innovative solutions and sharing of resources. The implementation of the Climate Action Committee’s innovative solutions can help mitigate the negative effects of climate change and create positive outcomes such as green prosperity. Achieving this requires the engagement of every actor in society and a multidimensional approach that considers different sectors.
The Committee proposes several approaches to mitigate the climate change’s effects in the MENA region. With ambitious commitments from various stakeholders to prioritize collective action to safeguard the planet and create a future based on green prosperity, the Committee will lead a real change in preparing our region for the future in the field of climate change in an optimal way.
Dr. Hakima El Haité, Chair
Hakima El HAITE is an internationally recognized leader in the fields of sustainable development, environment and climate change. She has 26 years of experience as a successful entrepreneur and businesswoman, as well as an appointed official and international advocate. This experience provides her with a unique ability to identify, communicate and execute environmental policies and projects. As the former Minister of Environment for the Kingdom of Morocco, EL HAITE updated the national legislative framework and harmonized it with international legislation, realized the national strategy for sustainable development and introduced green growth into national solid waste management and industrial policies. She was an active negotiator for the framework of The Paris Agreement and was subsequently elected to the Vice Presidency of COP21. She played a major role in bringing COP22 to Morocco and was a central actor in its organization and implementation. In her capacity as Minister, EL HAITE served as a representative at the UN on climate change. She was chosen by His Majesty Mohammed VI of Morocco to be the Special Envoy, and High-Level Champion of the International Climate Conference (COP 22). EAU GLOBE successfully supported the development of integrated water management strategies throughout Morocco. She worked in the sectors of water, waste water, solid waste management, industrial depollution and institutional and legislative reforms in the field of environment and sustainable development. EL HAITE on behalf of EAU GLOBE was involved in projects in Africa and the Middle East, including those financed by the World Bank. She serves as an international advisor on high level sustainability projects, currently acting as Special Advisor to President Macky Sall of Senegal on the development of environmental policy solutions for solid waste management and urban planning. EL HAITE has been recognized internationally for her work. These honors include recognition by US President OBAMA as an innovative entrepreneur in 2010 at The Presidential Summit on Entrepreneurship held in Washington, D.C. Currently Appointed by the UN general Secretary as member of the advisory board of Zero waste initiative 2023-2026 2019 and 2023 recognized by times as one of the 100 more influential people in the field of climate change

Ariel Ezrahi, based in Berlin, is a nonresident senior fellow with the Atlantic Council’s Middle East Programs where he is working on a range of regional projects and initiatives. Ezrahi is an energy and sustainability diplomacy expert who appears regularly in the media. Previously, he was the first director of energy at the Office of the Quartet where he shaped all energy aspects from conventional to renewable energy, and sustainability initiatives. Ezrahi was the architect of the Gas for Gaza project and chaired its task force since inception, where he worked closely with the project’s key international actors, on this cornerstone Palestinian project, in close cooperation with Israel. Ezrahi was the Energy Adviser to former UK Prime Minister Tony Blair, the Quartet Representative. Prior to that role, he worked for international law firms, in the corporate energy field, with an emphasis on the Middle East and North Africa region. He holds an M.Phil. in modern Middle Eastern studies from the University of Oxford (St. Antony’s College), an LLM in international law from Georgetown University, and an LLB from the University of Manchester.

Clive serves as the director of the Arava Institute for Environmental Studies' Center for Transboundary Water Management where he oversees research and development projects, workshops and conferences that focus on transboundary water and environmental problems facing Israel, Jordan and the Palestinian Authority. His specialty is in water resources management and policy. Clive has conducted research for a number of international water agencies such as the World Bank, EU, UNDP and USAID and has been involved most recently with the European Union's Water Initiative project for the Mediterranean region and the USAID Conflict Management and Mitigation (CMM) program and the Middle East Regional Cooperation (MERC) program. He also served as the Israeli partner for the USDA funded project - CONSERVE (COordinating Nontraditional Sustainable watER use in Variable climatEs): A Center of Excellence at the Nexus of Sustainable Water Reuse, Food and Health.” Clive's research and development work has recently focused on cross-border stream restoration and waste water management issues between Israel and the Palestinian Authority and on integrated food, energy and water systems for off-grid communities in Israel, Jordan and the Palestinian Authority and the developing world. The company has run successful proof of concept pilots in Israel and the West Bank and is now actively working with clients in Israel, the Palestinian Authority, Jordan and South Africa. Clive, a native from South Africa has been living in Israel for over twenty years. He received a BSc degree in zoology at the University of Witwatersrand, South Africa, a BSc Honors in wildlife management from the University of Pretoria, South Africa, a MSc in desert ecology from the Ben Gurion University of the Negev, Israel and a PhD in resource ecology management from the School of Natural Resources and Environment, University of Michigan.

Before his current role, Shamal held leadership positions at the AGRI-EPI Centre, Agrii, and AHDB, in the UK, where he led various projects and teams focused on digital agriculture, soil health, crop nutrition, and precision farming. As Leket Israel’s Vice President of Legal and Government Relations, she formulates overall policies and strategies to lead the organization in the field of food rescue and food insecurity, in collaboration with government decision makers. Dinmez Yehezkel represents Leket Israel at government ministries and meets regularly with officials, at Knesset committees, local governments, and other relevant organizations. Additionally, she forms and promotes collaborations related to food rescue and food insecurity and promotes parliamentary tools, such as legislation, queries, etc.

Before joining MBZUAI, Dr. Ghedira served as a Director of the Research Centre for Renewable Energy Mapping and Assessment at Masdar Institute from 2010 to 2020. Said Alahyane is a research-professor in political science at the Faculty of Legal, Economic and Social Sciences-Cadi Ayyad University, Morocco. At RAND, she led and participated in several studies at the nexus of climate change and national security including on Gaza's water crisis and the implications of climate change for the U.S. Air Force. Several of her studies directly addressed food security challenges in the MENA region, such as making the case for the Global Dry Land Alliance and a project on GCC food security challenges in partnership with the UAE-based Emerge85. As a distinguished career diplomat and international civil servant with over 30 years of experience, Ambassador Salwa Dallalah brings a wealth of expertise and knowledge from her roles with the government of Sudan, the UNFCCC, and the IAEA. Educated in law and politics at Oxford Polytechnic and furthering her studies with a master's in African and Asian studies from the University of Khartoum, Ms. Dallalah has been instrumental in numerous international negotiations and forums, representing her government with distinction. From 1997 to 2020, she served as the lead organizer for 18 COP events on behalf of the UNFCCC, including pivotal gatherings such as Kyoto conference and COP21 in Paris, where she played a crucial role in supporting efforts for addressing the urgent challenge of climate change. Additionally, her contributions to the IAEA's general conferences and scientific forums have advanced the peaceful applications of atomic energy worldwide. Ms. Dallalah’s extensive experience has seen her collaborate closely with governments across Africa, Asia, Europe, North and Latin America as well as the Caribbean, fostering partnerships and promoting global cooperation.
